SUMMARY
Please watch the attached screen recording.
"Keep above other windows" button is present in window decoration but it is
missing from window decoration preview in Titlebar tab of Window Decoration KCM.
When I drag a button to titlebar preview, "*" appears in the window
decoration and "Apply" button is activated but the dragged button does not appear in the window decoration preview. Furthermore, minimize, maximize and close buttons are not visible in the window decoration preview.

EXPECTED RESULT
Preview of window decoration should show all current buttons and buttons dragged to it

That's bizarre. Cannot reproduce.

Fixed on neon unstable, not reproducible on Plasma 5.23 beta.
