Same problem in KDE Neon (Gwenview version 21.08.1)
Can you open ARW files ? Maybe it's the same issue as in https://bugs.kde.org/show_bug.cgi?id=441018
Not sure if issues are related (could be, maybe ARW format does not include small thumbnail preview, I don't know much about it). When viewing NEF files, gwenview shows only small preview. When opening ARW file, gwenview does not show anything at all, just says that it failed opening file.

Maybe that's a common one between both of our reports… And indeed, it searches for a TIFF file (see https://bugs.kde.org/show_bug.cgi?id=441018#c1), so there might be a mime type issue too.
