SUMMARY

- Sometimes (i was not able to find out any rule for that), tak manager item (on or multiple) is missing decorative border (affected only unfocused apps)


OBSERVED RESULT

- Missing border


EXPECTED RESULT

- Border on all task manager items

Does clearing ~/.cache/plasma* fix it?

and can you confirm from system settings that you're running the breeze theme

yes, only think (visually) changed after fresh install is switching icons to "Tela" icons

maybe it will be useful to share some basic info about my laptop -> thinkpad t480 (8th gen i5, intel uhd 620, 16GB ram)

This the intentional appearance. The border disappears for minimized apps so that you know they're minimized.
