Get any distro with support for a live session or make a fresh install (Tested with Neon and Fedora) 2. Boot it for the first time OBSERVED RESULT On the first start up icons will have the wrong spacing (check screenshot). When a new icon appears (like the Plasma Browser integration icon when opening Firefox) the icons return to their intended places. EXPECTED RESULT Icons should have consistent spacing on first boot. Since Fedora ships with Plasma 5.21.4 it has been happening at least since Plasma 5.21. I could try an older Plasma version if you want. The icons never show the bug again after the first boot on a fresh install.

Are you able to reproduce this in Plasma 5.23?
I don't know about 5.23 but 5.24 seems okay now. I downloaded the latest Neon Unstable and I couldn't reproduce the issue. When I installed it on a VM at first the only icon present was the volume one (see screenshot) but I guess that's just the VM being slow to load, since after about 30 seconds or so all icons appeared and they were in the right places. I also tried a live session on real hardware and couldn't see anything wrong.
