This is not reproducable for me, what is your plasma theme?
Sorry for the late reply. I fixed it by disabling "Kwin edges" in latte-dock's settings. My Plasma theme is Layan.

I think i know what happens, have you forced blur under all windows some how? I have seen such setups when kvantum application styles is used.

Oh, I do have force blur, but it still occurs if I disable it. I am using the Edna Kvantum theme.

That blurred window on the bottom is a hidden latte window that is used on order to support kwin edges properly. Latte is not applying blur for that window so I suppose it is something in your system.
