Started Kate after a KDE update and reboot, and saw this:

> There are two actions (Open Command Bar, ) that want to use the same shortcut (Ctrl+Alt+I). This is most probably a bug. Please report it in bugs.kde.org

I was briefly seeing this last month too, but now it's gone. It seems to have been fixed either in the latest unreleased version of Kate or frameworks.
