SUMMARY: Some apps only produce audio intermittently, and adjusting their volume independently is very difficult as they only show in the management interface when actively playing sound. 

On Windows, for example, any application that has played sound remains an option for adjustment.

Fixed in 5.23 already by honoring the "corked" property.
