I can reproduce this. Also on other 'get new stuff' commands (e.g. System Monitor => Get new pages, KDevelop=>Get more templates). That means there's a network error. :) In this case, I believe the store's servers are known to be kind of unstable right now.

No. They are hosted by Pling, which is owned by Blue Systems, a KDE Patron. But not KDE itself.
