The error message tells you everything you need to know: there has to be a Notifications widget active somewhere, either as a standalone widget, or in your System Tray. Did yours get removed or did you remove it?

If that is the case then "something" must have removed it because prior to the update everything worked as it should and had had no reason ever to remove any widget whatsoever or even fidget with any of my settings.

Do you have a Notifications widget anywhere or not?

Hi Nate,

When it was disabled all notifications ceased. (It was the reason that led me to further investigate and brought me to reported it here). But I have enabled them back and, thankfully, everything's been restored again.

Great! We can still maybe beef up the error message though.

[kcms/notifications] Clarify message about notifications being disabled

This error message explains the problem, but does not provide hints
about the solution. The solution (Add or enable a Notifications widget)
is only hinted at, and this may be missed by users. Let's be clearer.
