Ideally those should be configurable, so that user has a possibility to pin any actions he'd like.
Thanks for the idea! Note that the context menu is already customizable. However I'm afraid I don't think this icons-only-buttons-in-menus trend is a good one. In general, icons-only buttons have worse recognizability by users than UI elements with both icons and text. This becomes even more true for buttons that are not visibly buttonlike, as the ones in your screenshot. In the case of back and forward actions, this would probably be fine since those arrows are universally recognizable. However Dolphin's context menu doesn't current;y have any navigation controls in it, and there are no plans to add any.
I got this idea initially from Windows 11 sketches, where such a top bar is awaited to be enabled system-wide. I suppose main purpose of this is reducing mouse cursor's travel distance between point of click and mostly used commands. And also, allowing to enable more context menu commands within the same screen space. I would have loved to place file-related commands there, such as Copy, Cut, Paste and Rename — their icons seem to be self-explanatory enough? At least if I set them myself, thus knowing what they do.
