Hovering over the bluetooth icon shows "<device name> connected" however, and the icon itself has two dots left and right to indicate a connection. Since the device isn't listed anywhere, I can't disconnect it with Plasma, I have to use bluetoothctl. It used to show up in the list but I can't tell since when it doesn't anymore.
After some more testing it seems to only appear for this device (PS3 controller). Other devices, for example Nintendo Switch controller or wireless speakers show up fine in the device lists of the system tray/systemsettings.
The PS3 controller (and AFAIK Nintendo Wii controller & nunchaks as well) are quite different. They have to be paired via a wire, at which point the controller decides when to connect, not the computer. IIUC it's like if the controller has the keys to the PC, but PC doesn't have to remember about that. I remember having to pair a PS3 controller with a 8bitdo stick using Windows OS, so that I could use that 8bitdo stick with Nintendo Switch later, and it required a custom exe and a cable.
