STEPS TO REPRODUCE
1. use Wayland session
2. have Plasma panel on bottom of the screen
3. open System Settings > Display and Monitor
4. maximize System Settings window
5. set display scale to 125%: Reset and Apply buttons on botton are now hidden
behind Plasma panel
6. open Dolphin and maximize it: status bar on bottom is also hidden behind Plasma
panel
5. restart Plasma running "plasmashell --replace" with krunner: now bottom
of System Settings and Dolphin is visible

EXPECTED RESULT
bottom of windows should always remain visible after changing display scale

Cannot reproduce on Plasma 5.24 beta.
