SUMMARY
With X11 if you open a file in kate, it will start a new instance of kate and show kate in the foreground. If kate is already open, it will open a new tab with the file AND show kate in the foreground.
But when booting with Wayland, kate do show up when opening a new instance but not when opening a new tab.

STEPS TO REPRODUCE
1. Open Kate
2. Open a file via cli or dolphin

OBSERVED RESULT
Kate don't go automatically to the foreground

EXPECTED RESULT
Kate should be in the foreground when opening a new tab
