SUMMARY
Modifying something related to KWin causes the whole desktop to freeze.  This happened on 2 occasions (so far):
* modifying kwinrc file 
* Changing virtual desktop settings, such as adding rows

STEPS TO REPRODUCE
Option 1: 
1. Run `qdbus org.kde.KWin /KWin reconfigure` after modifying the file.
Option 2:
1. Go to Virtual Desktops section in System Settings
2. Add a row, and select apply

OBSERVED RESULT
KWin freezes as soon as that command is entered, or changing the row is modified.

EXPECTED RESULT
KWin shouldn't freeze.
