STEPS TO REPRODUCE
1. Access the Search and Replace plugin (CTRL+Alt+F)
2. Collapse it to the bottom of the screen
3. Pretend you forgot what you did
4. Try to find the dashboard again

Clicking the button or pressing the keyboard shortcut will not bring the panel back, it is necessary to use the mouse in the correct place.
