SUMMARY Please eliminate invisible scrollbars and disappearing scrollbars. User interface items should be visible so that we know where to click. What do you think you are achieving by hiding scrollbars? Also, make the scrollbars wider. It's more difficult to get the mouse pointer on a skinny scrollbar. We don't have invisible scrollbars and disappearing scrollbars anymore, at least for the desktop use case. Can you provide an example of what you're complaining about in the form of a screenshot?

It would appear that you are using a 3rd-party theme, which is most likely causing the problem of the scrollbar being invisible. Let me guess: Kvantum, right?
