SUMMARY
resolution issues using a second second monitor with an lower "size for text, apps, elements" setting (Windows)

STEPS TO REPRODUCE
1. (using Windows Okular at a system with two Monitors) have one display with Windows display Settings "Size for Apps, text, elements" @ 100 % and the other Display @ 150 %.
2. launch .pdf document with okular.
3. move the window to the monitor with 100 % size.

OBSERVED RESULT
"Resolution" (Text Quality) will look good at the 150 % Display and bad at the 100 % Display. Occurs independent from which display is the primary one.

EXPECTED RESULT
Text quality should look good on both Displays (as it does when both "size for apps, elements etc" values are equal)

Why are you people so in love with selecting “PDF Backend”? ;)

Maybe updating to 21.04 fixes the problem. If you test that, you may comment in Bug 438980.
