SUMMARY
Can't click on some things with a tablet

STEPS TO REPRODUCE
1. Using a tablet and a pen, right click on the clock and choose "Configure Digital Clock"
2. Try to uncheck "Show date"

Another example:
1. Right click the bottom panel and choose "Edit Panel"
2. Try to increase the panel with using + and - signs

OBSERVED RESULT
Clicking with a tablet doesn't work on some specific buttons, have to switch to a mouse

EXPECTED RESULT
Buttons should work the same way, as with a mouse

Yes, I have the same problem.
This problem is present on all versions of KDE on all versions of Linux (Majaro, OpenSUSE, Kubuntu, Neon, etc.)

I can confirm that as well, using a Wacom PTH-651 tablet with the usual xf86-input-wacom driver. 
The issue also applies to several other elements apart from buttons, e.g.
- the search field in Discover (once out of focus (no visible cursor), you cannot put it back into focus with a pen)
- the search dropdown or search field in the "download new Plasma mini programs", "fetch new global designs" or any similar dowload dialogues that can be accessed in System Settings  dialogue (search pops open but cannot be selected)
- the scroll bar in System settings --> Firewall --> Show Connections (hover event is detected, but click/drag event is not detected)
