Unthemed Cursor on Desktop

SUMMARY
Cursor on desktop and some other Plasma elements differs from the one chosen in settings.

STEPS TO REPRODUCE
1. Choose custom cursor

3. Put cursor on panel or an application and it matches the chosen cursor in settings.

OBSERVED RESULT
An old or different cursor theme appears on some parts of the desktop and parts of the Plasma workspace but *does* appear on applications and the panels.

Cursor theme should be coherent across all elements of the Plasma workspace and open applications.

Things seem to be working correctly after a reboot. I am using the Manjaro KDE default which I am confident is an X session. I'll add an attachment of what it looks like after a reboot I did just a short bit ago.
