IIRC, it was because of bugs, code complexity, and lack of user demand given alternative GUI methods of configuring repos in most distros.
This feature is provided by the software-properties, make sure it's properly installed. It will be offered to you right from Discover.
`software-properties` is an Ubuntu-only thing; what about those of us who use a different distro?
You can ask your distro to either fix PackageKit or to create an alternative. SUSE has YaST2/sw_source.desktop for the exact same reasons.
