STEPS TO REPRODUCE
1. Open Marble.
2. Select "OpenStreetMap" from the "Map View" tab.
3. View the Legend tab

OBSERVED RESULT

Blank Legend.

EXPECTED RESULT

Legend explaining markings on map.

This bug is easy to explain: you or your package distributor did not link marble against the QtWebEngine module. This is needed in order to display the legend as the legend is created using HTML, Javascript and CSS.
