1. Does the same thing happen on X11? 2. Do you have an auto-hidden panel? 3. What happens if you unplug one of the screens?
1. No. With X11 works. 2. No. 3. Nothing. Same problem. I discovered something. When i create a new user from "System Settings" and login with it, the taskbar is visible. But only on first login.

Can you upload your ~/.config/plasmashellrc In particular we want to see if your screen connectors have multiple names for the same real screen and if swapping them manually brings it back
