SUMMARY
As above. Two windows can mean two open documents windows (e.g. libre office), or a window with a dialog window open (as kontact with settings dialog opened)

STEPS TO REPRODUCE
1. Open kontact
2. Open settings
3. switch to another running program and try to switch back to kontact by clicking on its icon in task manager

OBSERVED RESULT
Nothing happens

EXPECTED RESULT
It should switch back to kontact, or, if you have e.g. two libreoffice documents open, switch to the last one activated.

This issue should already be fixed in 5.22.
