SUMMARY

STEPS TO REPRODUCE
1. install kde neon 5.21.5
2. try install any package with man pages

OBSERVED RESULT
Not building database; man-db/auto-update is not 'true'

EXPECTED RESULT
man database updated

SOFTWARE/OS VERSIONS
KDE Plasma Version: 5.21.5

ADDITIONAL INFORMATION
fix it sudo touch /var/lib/man-db/auto-update
