As reported here https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-upgrader/+bug/1930765 there is a bug in ubuntu-release-upgrader-core, ubuntu team is working to fix it but kde neon bionic is stuck with the old package.
Please, consider to support this package until its fixed version.
