SUMMARY
I installed some updates with Discover, left my computer for ~4 hours and when I returned,
Plasma was displaying a notification asking for reboot. Please see the attached screenshot.

Operating System: Arch Linux
KDE Plasma Version: 5.21.90
KDE Frameworks Version: 5.82.0
Qt Version: 5.15.2
Graphics Platform: Wayland

It's still advised to reboot after installing updates anyway. :)

is there any way to disable this notification completely?

Hmm, looks like it's not listed in the Applications page of the Notifications KCM. That would be a bug. Can you file that separately, on Discover?
