I think that most commo n(generally speaking) settings should be at the top. For example "Connections" is at the middle, but it's a very common setting. This also should be applied to submenus: in Workspace Behavior, Desktop Effects comes first than Virtual Desktops, which is a more common setting.
You can manually add favourites to the launcher. We also sort the shortlist on the homepage by usage. Having unpredictable sorting elsewhere would be worse.
What I meant is to sort the settings according to general usage. For example, Wi-Fi settings are very common, but they are in the middle of the settings list.
