SUMMARY

After setting up the top edge of the Touch Screen to invoke the application dashboard, I removed the panel altogether (having installed Latte Tasks). It appears that removing the panel means that I can no longer invoke the application launcher or dashboard. If I reinstall the panel, then the touchscreen gesture from the top edge will successfully invoke the apps dashboard. 

STEPS TO REPRODUCE
1. Set any touch screen edge to invoke apps launcher or dashboard.
2. Remove panel.
3. Attempt to invoke apps from screen edge.

OBSERVED RESULT

Unable to launch apps launcher or dashboard (as this functionality appears to depend on the panel).

EXPECTED RESULT

I continue to experiment with this but now, even after re-adding the default panel, I can no longer invoke the App Dashboard from the screen edge using a touch screen gesture. Window Switching and the Desktop grid continue to function.

Doesn't work after restarting. Don't know if it's related, but I get a blue glow at the screen edge when trying to invoke the app dash, acting as though there were a hidden panel. Also, with the default panel below, if I hover over the top edge of the bottom panel with the mouse arrow, I get a similar blue glow at the bottom edge of the screen as though there were a hidden panel.

Were the Application Launcher/Dashboard applets that can no longer be activated located on the panel that you removed?

Yes. I've since restored the default panel but I still can't invoke the app launcher via the touchscreen. I also tried deactivating and reactivating the touchscreen edge.

Yeah, I've got nothing. My META key has stopped working too. The only way I can now launch the application dashboard is strictly via the panel with the touch pad, mouse click or touchscreen.  

You were using the application dashboard?

Is there a way to set this all back to "factory default"?

I seem to have fixed this indirectly, which may be a clue as to what happened. Rather than assign the hotkey combo via Settings, I reset the META key by right clicking on the Panel/Application Dashboard app. Not only did this restore a functioning META key but it also fixed the touchscreen issue. For whatever reason, the touchscreen invocation of the Application Dashboard *appears* to require a panel and "functioning" panel app.

I already filed that two years ago. With your plans to make Plasma Wayland-proof, you could consider havin someone fix this too to have a more touch-friendly KDE, Nate ;) I think the application launcher is the best option as suggested in this other duplicate bug :P
