Maybe this option could be only when right clicking on the Kickoff button.

Another solution would be transforming this icon into a System Settings shortcut.

This is the icon we use everywhere, universally, to mean "Configure this thing". The System Settings icon also has sliders in it to denote that it is also a configuration tool. But they don't look alike at all besides this common use of iconography. We work very hard to visually reinforce the point that monochrome icons never launch apps; only colorful icons do. So if the button opened System Settings, it would show the actual icon of System Settings. I don't think there is a bug here.
