SUMMARY
Could not find module 'kcm_virtualkeyboard'

STEPS TO REPRODUCE
1. $ LANG=C kcmshell5 kcm_virtualkeyboard
2. 
3. 

OBSERVED RESULT
Message:
kf.service.sycoca: The menu spec file contains a Layout or DefaultLayout tag without the mandatory Merge tag inside. Please fix your file.
"kcm_virtualkeyboard" should not be loaded.
Could not find module 'kcm_virtualkeyboard'. See kcmshell5 --list for the full list of modules.

EXPECTED RESULT
"kcm_virtualkeyboard" should be launched.

The virtual keyboard kcm runs on wayland only.

Okay, but why can I start the virtual keyboard window on the login screen?

That's sddm, which is a different product and not controlled by the kcm
