Are you sure it's the same bug? It seems to me that the other bug is about laggy animation - while my bug is about the fact that after the laggy animation 3/4ths of the tooltip/popup are normal color and 1/4th of it is this semi-transparent lighter shade of grey. And this stays that way until the popup is hidden by itself after about 3-5 seconds.

On another look my bug really seems like the edge extreme case of the bug you mentioned. Sometimes it fixes itself, but sometimes it doesn't and stays semi-transparent. So let's see what will happen when the other bug is fixed. :)
