Unify top and bottom left sidebar padding

In Dolphin left sidebar, the last item appears too much tied to the edge of sidebar compared to how top appears. See attached image for more info.

I once tried to fix this with https://phabricator.kde.org/D27685, but it caused other problems. Maybe I'll try again.

Personally, I found adding another padding to the bottom of the left sidebar makes it better looking, because with the colored line that shows the free size the whole last item (label+colored line) looks too much close to the edge of the window.
