In Firefox 88.0.1 the document is displayed correct.
Cannot be reproduced here. What substitution is shown in the font list on the "Fonts" tab the window that can be invoked by the "File -> Properties" menu item? Can you install some neo-grotesque fonts (Arial and DejaVu)? Thanks in advance for your answer.

Hi Yuri, I have no idea what "neo-grotesque" fonts are. But in my Manjaro I have: - DejaVu Math - DejaVu Sans - DejaVu Sans Mono but no Arial (it's a MS font, right?) Please advise if there is any specific font to be installed for testing. Thanks, Henrik
Must be a poppler problem (evince shows the same rendering, but mupdf renders correctly).
Yuri you originally said it worked for you but now you say that evince also fails for you? Can you confirm if you get good rendering with Okular?

The quotes from the reporter's snippet are rendered correctly in both Okular and Evince on my machine (Microsoft's Arial and DejaVu Sans substitution).
Created attachment 138802 [details] Problem on David’s Okular I get promille and very long dashes instead. Fonts are replaced with “Arimo”.
The file seems relatively broken, at least both mupdf and gs complain quite a bit about its fonts. Anyhow, this is not an okular problem because okular doesn't do the rendering of pdf files, popple does. Please report the issue at https://gitlab.freedesktop.org/poppler/poppler/-/issues
