SUMMARY
NO audio when scrubbing

STEPS TO REPRODUCE
1. Import Audio
2. Place Cursor Over Timeline
3. Do Scrubbing

OBSERVED RESULT
No audio to reference animations off of

EXPECTED RESULT
Audio to play when scrubbing

This is a long established and well known problem that has been formally reported many times.
Audio in Krita is a part that is considered experimental and is generally buggy. It's needed to be fixed in the code but it's a deep issue.
Some people report that using .wav instead of .mp3 shows improvement.
The rendered animation has correct audio sync to the video.

It is hoped that more development effort can be directed to this area in the near future.
