There was a error loading icons-only TaskManager" EXPECTED RESULT icons-only TaskManager works normal. This is a packaging or configuration problem and not a code problem. Moving back to Neon.
Running the live session on the ISO works fine and it works fine on my own computer. (Which doesn't mean it's not a real issue just that it's a bit more of an edge case.) Can you paste the output of apt full-upgrade ? Do you have neon-desktop installed?

In this case, yes: delete ~/.local/share/plasma/plasmoids/org.kde.plasma.taskmanager/
