SUMMARY
This is not a bug, but an easy wish to give user Freedom ;-)

The Terminal panel opens up or extends at the bottom of the window. It will be very nice to give us an option that the Terminal panel opens/extends at the top of the window. It should be any easy option to add. Is that do-able? 

STEPS TO REPRODUCE
1. Press F4

It's already possible. :)

1. Hamburger menu > Panels > unlock panels
2. Drag panel from its titlebar to the top of the window
3. Lock panels again
