SUMMARY Okular displays a notificationbanner whenever a pdf contains forms. The setting "Show hints and messages" in "Settings -> Configure Okular -> General -> Show hints and messages" is not respected, so the notification is always shown every time a pdf with forms is opened. STEPS TO REPRODUCE 1. take a pdf with forms (eg. https://splittermond.de/wp-content/uploads/2014/07/Splittermond_Charakterbogen_Formular.pdf , a pen and paper character sheet) 2. Unset "Settings -> Configure Okular -> General -> Show hints and messages" 3. Open file OBSERVED RESULT The notification is still displayed, even though hints and messages are disabled. Update: The notification actually returns whenever a change in the document is saved, meaning it effectively is constantly there.
Correct, that setting is not for that.

There's no way unless you run the development version of Okular. If not wait for the next release.
The next release has a dedicated show-big-messages checkbox below the existing one.
