I got the same result when adding/removing the "Global Menu" widget... I think this is a Plasma/KF5 problem... I do not think Kate has any special handling for this...
humm, I can't reproduce following the same steps with Gwenview.
humm, again :) I tried it with Gwenview and there the menu disappeared when the title-bar-menu was enabled as it should, but when I disabled the title-bar-menu the menu was still hidden (same with Kate)... So I see two problems here... 1) The menu-bar does not automatically come back when you disable the title-bar-menu/global-menu. 2) Kate does not know the menu is hidden and thinks it needs to hide it first. Gwenview somehow knows the menu is hidden.
I used the global menu for a few days, and now after I removed it, the menu bar is no longer displayed. Every time I open kate I need to press the shortcut twice to display it. Kate 21.11.70
