It's not clear what specifically you're referring to, but I don't see anything wrong with this design.

So is intentional to the content of the page to be vertically aligned in the center? I thought it was a bug, because other pages doesn't have this alignment like:

System Settings > Connections > Proxy 
System Settings > Connections > Windows Shares
System Settings > Applications > Launch Feedback
