SUMMARY
Notes widget does not display window when click on in panel, if there is no currently focused with (of other app) on the desktop.

STEPS TO REPRODUCE
1. Add notes widget to panel.
2. Close all open windows on desktop.
3. Click the notes icon in panel (nothing opens).
4. Open a dolphin window, then click the notes icon in panel (notes window opens).
5. Minimize dolphin, then click the notes icon in panel (notes window does not open).

OBSERVED RESULT
Notes only opens a window if there is an existing focused window of another app.

EXPECTED RESULT
Notes should always open a window when the icon is clicked.

Works for me in Plasma 5.22. There have been some fixes to activation since 5.18; let's close this and you can re-open if it's still happening to you in Plasma 5.22 or later. :) Thanks!
