SUMMARY
Clip in Project Monitor or Clip Monitor is played at full resolution and not scaled to fit window. Setting the preview resolution does not fix it either as it results in an overlay of the same clip in the preview windows.

STEPS TO REPRODUCE
1. Load clip to project bin
2. Play in Clip Monitor
3. Drag clip from project bin to timeline
4. Play in Project Monitor

OBSERVED RESULT
Clip is played at full resolution and not scaled to clip/project monitor size. Playback is jerky because at times clip is scaled down.

EXPECTED RESULT
Clip is played scaled to clip/project monitor size

Do you have tried: Force Monitor Size -> Free Resize?

Yes, this is what I tried first: play with the available resolutions ;-)
By default, the setting is on "Free Resize".
The funny thing is that when paused both monitor windows display the clip frame scaled to fit the window. Only when played does it switch to fullsize and only a small portion of the clip is shown in the respective monitor window.

Update: Clip now plays correctly scaled/resized in project monitor but not in clip monitor. I also noticed that .mkv files seem to be playing ok.

Attaching OBS recording of examples of clips not playing properly resized/scaled in clip monitor and flickering while playing.

Could you upload a small part of the video with the 3 bikers to check if I can reproduce the flicker in the clip monitor?

Believe it or not, but today it all works as it should: playing at the correct scaling, no flickering, all good. Go figure.

I will close the bug report.
