SUMMARY
The tooltip for any selected application will sometimes disappear.

STEPS TO REPRODUCE
Due to my complete lack of being able to consistently reproduce the bug (sometimes it's there, sometimes it isn't), I have included a 27 second youtube video link with me trying out the task manager up until the bug appears, as well as an 8 second reduced version of the same video with just the bug itself.

OBSERVED RESULT
The said tooltip disappears

EXPECTED RESULT
The tooltip should still be there

Linux/KDE Plasma: 5.11.18-1-MANJARO

So basically you hovered a task, moved the mouse away, hovered it again, and the tooltip appeared but then disappeared too quickly, instead of staying visible for 5 seconds as expected. Do I have that right?

Exactly! I am not able to consistently reproduce it though. It just happens once in a couple minutes.

Possible duplicate of #434657 (fixed)?

The steps to reproduce that bug were: Hover over a pinned app, see the tooltip, then move mouse away from panel. now move mouse onto an open window thing, and the tooltip reliably disappears.
