STEPS TO REPRODUCE
1. Drag a file onto a directory
2. When dropping, notice the context menu

OBSERVED RESULT
The shortcuts only show the modifier keys (Shift, Ctrl)

That's intentional. It's telling you that next time, if you Shift+drag, it will move without asking, if you Ctrl+Drag, it will copy without asking, and so on.

I see. What if the popup said,

Move: Shift + drag
Copy: Ctrl + drag
