Run VSCode (reproduce on every program, just easier to spot) maximized on the right-most screen 3. Almost certainly not a KDE issue. Likely a weird electron problem that VSCode triggers. Does it reproduce with any other apps if you try the same thing there?

Yes, like I said > (and/or, click the app icon, *only way to spot it outisde of VSCode*) Every app is affected, but not in the same way, to trigger the bug you need to click the app icon in the top left corner of the app, it will pop the [Maximize, Minimize...] menu on the other screen VSCode does not trigger the bug with the file menu with it overriding the default window decorations. Only default decoration is impacted
