SUMMARY:
Spectacle re-open itself on startup if you have made a screenshot in the previous session.
It will open 1 window for every screenshot you took.

STEPS TO REPRODUCE
1. Start spectacle in background mode.
   $> spectacle --current --background --clipboard
2. Reboot your computer, note that just logging out will not work.
3. Log in again.

OBSERVED RESULT:
The spectacle window opened itself and took a screenshot of the login window.

EXPECTED RESULT:
Spectacle should not run automatically after reboot.

This is caused by Spectacle secretly remaining open in the background, which is a bug we fixed over a year ago. However you're using an old version of Spectacle. I would recommend upgrading to Kubuntu 21.04 to have newer versions of KDE software.
