SUMMARY The previous version of Kate (20.12.3) would remember whether the toolbar was shown or hidden, but the latest version (21.04.0) does not. STEPS TO REPRODUCE 1. Start Kate. 2. Hide the toolbar. 3. Close Kate. 4. Start Kate again. OBSERVED RESULT The toolbar is again visible. EXPECTED RESULT The toolbar should still be hidden. SOFTWARE/OS VERSIONS Linux: KDE neon 5.21 User Edition KDE Plasma Version: 5.21.4 KDE Frameworks Version: 5.81.0 Qt Version: 5.15.2

It doesn't work for me on openSUSE Tumbleweed either. KDE Plasma Version: 5.21.4 KDE Frameworks Version: 5.81.0 Qt Version: 5.15.2 Kate version: 21.04.0
After further investigation, I have determined that this bug happens with the following settings in Settings -> Configure Kate... -> Session: * Application Startup Behavior: Start new session * Session Elements -> Include window configuration: disabled To work around, enable "Include window configuration".

Thanks for the workaround, it works here too.
I think it's not a work around but actual config needed to do that for sessions.
