SUMMARY
Files with a name that contains non ASCII charcters could not be opened by double click

STEPS TO REPRODUCE
1. Create a file, for example, a txt file, give it a name that contains a non ASCII character in its name.
2. Double click on this file

OBSERVED RESULT
Dolphin give an error message box

EXPECTED RESULT
File should be opened with its associated application, just like other files that has ASCII names

SOFTWARE/OS VERSIONS
Windows: 10 Build 2004

I confirm this bug is only exist in windows version of dolphin. Linux version works normally.
Downloaded nightly from:
https://binary-factory.kde.org/view/Windows%2064-bit/job/Dolphin_Nightly_win64/
Stable from:
https://binary-factory.kde.org/view/Windows%2064-bit/job/Dolphin_Release_win64/

Some builds missing expat.dll so it doesn't launch, also stable build is missing executable icon file, so i just pass it.
