SUMMARY
When I make a text box but don't enter text the blinking cursor still appears but there is no vector layer for it. Also can not resize text one it is placed (can be moved and rotated)

STEPS TO REPRODUCE
1. draw box for text
2. type no text
3. close text box

OBSERVED RESULT
blinking type cursor is still there
no vector layer appears for it

EXPECTED RESULT
can edit text box even if there is no text entered

I also can't draw on the photo no matter what layer I click on

After a lot of clicking and trying things I was able to get rid of it and draw again by adding a new paint layer, using the draw selection tool to circle it, then hitting backspace to fill the selected area. Not sure is this part is necessary but I moved to another layer drew a line when deleted the layer I used the selection tool on. I hope this helps someone who glitched out their art with no text!
