SUMMARY

When starting the session every time the effects of the composer automatically deactivate and the notification appears:

"desktop effects have been suspended by another application you can restore them using the shortcut Atlf-Shift-F12"

Please go to System Settings > DIsplay & Monitor > Compositor;  is the checkbox for "Enable compositor on startup" checked?

Do any apps auto-start? Does it happen if you go to System Settings > Startup and Shutdown > Desktop Session and choose "Start with an empty session"?

Yes chekbox "Enable compositor on startup" enable

when I checked applications that started automatically, I discovered that I had an application by default called active yakuake, a kind of suspended terminal and I disabled it to do some tests and when removing it, the effects stopped deactivating at system startup. I turned off and on the notebook several times with it enabled and not enabled and in fact the Yakuake is somehow interfering

I did another round of tests and when turning the system back on even removing the Yakuake the same problem persists, please disregard the previous statement

Thanks. Can you run `grep OpenGLIsUnsafe ~/.config/kwinrc` and paste the output (if any)?

OpenGLIsUnsafe=false

This bug was reported against an outdated version of KWin. We have made many changes since the. 
If the issue persists in newer versions can you reopen the bug report updating the version number.
