SUMMARY
[X11/Wayland]Drag and dropping files from dolphin/plasmashell doesn't work in the steam client.
Regression from previous version of KDE 5.20.X.
On 5.20.X it was broken only for wayland.
Now it is broken both for x11 and possibly wayland(haven't checked).

STEPS TO REPRODUCE
1.Launch steam.
2.Drag and drop a file.
3.A prompt doesn't show up.
4.Launch wayland gnome, do the same with nautilus, drag and drop works.
5.Only application I seen affected is steam.
6.Could be a steam update.

OBSERVED RESULT
Steam doesn't detect a file to send into chat.

EXPECTED RESULT
Steam detects a file to send into chat.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 5.11.10
KDE Plasma Version: 5.21.3
KDE Frameworks Version: 5.80.0

Can reproduce. No idea fault this is, though. Might even be the Steam client.

I have simultaneously have also put forward an issue report to valve about this very thing :D

Haha no worries.

I think this is probably a client bug. Let's continue in https://github.com/ValveSoftware/steam-for-linux/issues/7735.
